Abstract

The purpose of this study was to determine the English proficiency of Ormoc City Division senior high school students as measured by the National Achievement Test (NAT) SY 2013 in order to develop an educational enrichment program to better prepare them for college work. The descriptive quantitative technique was employed in this study, with data being gathered through the use of a modified researcher-made grammar test and questionnaire. The results were then analyzed and interpreted. The data indicated that teacher-related factors were the most likely source of the respondents' stated weakness, but interference with the Cebuano language (L1) had the highest weighted mean. It was established that Ormoc City Division senior high school pupils are severely inadequate in English, based on their English proficiency level. As a result, an instructional enrichment program in the form of an Instructional Enrichment Manual was designed with the goal of increasing their English proficiency level.
