Abstract
The purpose of this study was to ascertain the status, compliance, practices, and issues associated with the implementation of the full disclosure policy (FDP) by the local government unit (LGU) of Basay municipality in the Negros Oriental region of the Philippines. All LGUs are required by the FDP program to keep their citizens informed and updated on public fund transactions, disbursements, and administration. It employed a descriptive survey research strategy and analyzed data quantitatively and qualitatively. Secondary data were gathered from the FDP portal and from Basay officials participating in the implementation of the FDP program. Primary data were acquired through survey key informants and representatives. The findings indicated that while the Basay local government took appropriate measures to comply with the FDP program, fundamental difficulties such as a lack of cooperation among several LGU offices resulted in the municipality continually being late or even non-compliant. There was no clearly defined timeline of targets and deliverables for the creation and provision of needed financial papers for posting and upload to the FDP portal. Despite this, local constituents remain confident that the FDP program will address their municipality's accountability and transparency concerns despite the program's weak advocacy efforts. In general, the municipality of Basay underperformed in terms of compliance with the FDP program.
