News CAPDEV on Extension promotes synergistic approach, eyes for sustainable and equitable development in communities

The Capacity Development (CAPDEV) on Extension and In-House Assessment of the Office of Extension Services aimed for synergistic approach to address complex problems and develop innovative solutions in partner communities of Eastern Visayas State University.

Notable and accomplished extensionists from the different state universities and colleges in the country graced the event via zoom on July 26-27, 2023. The College of Education co-hosted the said event through the Dean of the College of Education, Dr. Herminigildo Badion and the Extension Coordinator, Prof. Shirley Siozon.

In the said virtual conference, Jovito B. Madeja, Director for Extension Services of the university encouraged the extensionists to apply synergistic approach in outreach programs and community engagement.

He further said, “Synergistic approach in extension involves research, development, extension and commercialization. These four components are powerful engine for societal and economic development and sustainable solutions to complex problems of society.”

Meanwhile, the Vice-President for Research, Development, and Extension Services, Dr. Analyn C. Españo, commended the conduct of the activity, “The CAPDEV on extension and In-House Assessment is an indication of moving forward as we capacitate the extensionists for them to be attuned to the rigor of the whole cycle of the extension program.”

“Extension is a noble endeavor that requires us to connect with people, inspire change, and foster sustainable development,” she further added.

The plenary speakers of the said event were: Dr. Rhoderick Malangsa, Director for Research and Development of Southern Leyte State University; Dr. Andrew D. Gasmen, University Researcher III of the University of the Philippines, Los Baños; Dr. Almira Magcawas, Director for Extension Services of Cavite State University; and Dr. Julie L. Albano, Vice-President for Research and Development and Extension Services of Sultan Kudarat State University.

Ms. Jessica Pagallaman, extension coordinator of the Elementary Education Department introduced the resource speakers while Prof. Ailyn Moreno-Magbagay hosted the event.

Engaging and novel inputs on the different topics on conducting extension projects and programs caught the interest of the participants, to wit: “Monitoring and Evaluation of Extension Programs, Projects and Activities in SUCs”; “Creating Impact in Extension Through Utilization of Research Outputs”; “Synergizing Innovation, Extension to Commercialization: The Cavite State University Experience”; and “Technology Adoption and Commercialization.”

The concepts shared in the said plenary sessions strengthened the ability of the participants to design and implement effective extension programs and projects that address the needs of the clientele.

Scholarly suggestions and comments of the invited panel of evaluators captivated the extensionists’ attention on the Day 2 of the event.

The panel of evaluators suggested to include gender contextualization of the projects, relevance of the projects to the program offering of the university, the inclusion of the sustainable development goals, establishment of the baseline data, the gap/ problem to be addressed, the capability of the team to implement the projects, among others.

Adding excitement to the activity, the Director for Research and Development, Dr. Pearl Aphrodite B.Carnice proclaimed the Best Extension Paper and Best Presenter, judged according to the following criteria (Best Paper): relevance (20%); organizational dynamics (20%); outcomes/impact of the services to the clients/community (25%); written report (15%); and oral presentation (10%) while the Best Presenter: mastery (30%); presentation (30%); and ability to answer questions (40%).

The winners for Best Paper (Proposed) were: “Promoting Local Agritourism Network with ETourism (PLANET) Program” by Jessie Richie N. de los Santos (Program Leader),Reshyl L. del Pilar,Christopher P. Raga,Maria Crissandra, Oliveros,Elpidio C. Villarosa,Edgar A. Alcuetas, Jr.,Gary Sosing,Anna Marie Alonzo,Liberty Emily Acebedo,Arlene Renomeron,Joseph Agustin, and Joel Refuerzo, EVSU-Burauen Campus got the 1st place;  while the paper titled “Empowering ALS Learners through E-BE-Cs Project (Enhancing Basic Education through Community-Based Learning and Skills Trainings)” by Rustom D. Clemente (Program Leader),Christian Dave Ergina,Ma. Kathleen Mae Geremias,Ma. Theresa Salameda, and Grace Marie J. De La Peña, EVSU-Carigara Campus bagged the 2nd place; and the paper “ECE – SPECTRUM (Special Programs to Elevate Communities Towards Radical Upskilling and Modernization) by Roxcella T. Reas (Program Leader), Lalaine Jean Ballais,Romeo Lewis Tan,Allan Bargamento,Anni Lou Bordios,Chito Petilla,Constancio Mercolita Jr,Roneil Young,Gina Hanopol, Kehndee Jubilo , EVSU- Main Campus- College of Engineering took the 3rd place.

Meanwhile, the winners for Best Paper ( On-going/ Completed) were: “Enhancing Sustainable Agriculture and Livelihoods: Technology Transfer for Pickled Carica Papaya with Curcuma Aromatica Production in Pastrana Leyte” by Shirley Siozon (Project Leader), Espiritu Denoy, and Crizelda Briones, EVSU-Main Campus- College of Education obtained the 1st place; while the paper “Persons Deprived of Liberty (PDLs) Empowerment in the Tacloban City Jail Male Dormitory” by Mark Anthony C. Partosa (Program Leader),Bernard Niño Q. Membrebe,Marlon J. Malquisto, Jose Cabcabin Jr.,Jonathan O. Mañas & Venjerk Bato,EVSU-Main Campus-College of Technology got the 2nd place; and the paper “IE Extension Program to Brgy. 44 – Quarry District” by Leonora N. Mancio (Program Leader),Francis Adrian P. Polido,Floravie O. Asombrado,Roque A. Costiniano,and Almaceley S. Plando  of EVSU-Main Campus- College of Engineering bagged the 3rd place.

On the other hand, the Best Presenters (Proposed) were the following: Roxcella T. Reas , EVSU-Main -College of Engineering of  the paper “ECE – SPECTRUM (Special Programs to Elevate Communities Towards Radical Upskilling and Modernization) took the 1st place; Rustum Clemente, EVSU-Carigara Campus of the paper Empowering ALS Learners through E-BE-Cs Project (Enhancing Basic Education through Community-Based Learning and Skills Trainings) got the 2nd place; while Leancel M. Homeres,EVSU-Main Campus -College of Education of the paper “ Project HEARTS: Enabling Parents and Children with Special Needs (Holistic Endeavor Aspiring for Responsive and Tenacious Society) obtained the 3rd place.

 Moreover, the Best Presenters (On-going/Completed) were: Shirley M. Siozon, EVSU-Main Campus- College of Education of the paper Enhancing Sustainable Agriculture and Livelihoods: Technology Transfer for Pickled Carica Papaya with Curcuma Aromatica Production in Pastrana Leyte” bagged the 1st place; while Mark Anthony C. Partosa, EVSU-Main Campus- College of Technology of the paper “Persons Deprived of Liberty (PDLs) Empowerment in the Tacloban City Jail Male Dormitory took the 2nd place; and he also got the 3rd place for the paper “Sustainability Intervention on San Agustin United Sewers Association (SAUSA) in Brgy. San Agustin,Babatngon,Leyte”.

The rejuvenating activity, as described by a participant in her impression, ended with the closing remarks of Dr. Herminigildo S. Badion, Dean of the College Education ably represented by Bryan H. Gervacio, Head-EED of the College of Education.
