Ensuring Equal Opportunities for All: EVSU’s Stand on Non-Discrimination and Workplace Diversity

Eastern Visayas State University (EVSU) upholds its unwavering commitment to creating a just, inclusive, and empowering workplace where diversity is celebrated, and every individual is treated with respect and dignity. Anchored on the Equal Opportunity Principle (EOP), the University ensures that all employees and applicants are accorded fair and equitable treatment—free from discrimination on the grounds of religion, gender, age, sexual orientation, disability, ethnicity, or social status. This principle guides EVSU’s human resource policies and practices, ensuring that employment decisions are based solely on merit, competence, and qualifications.

Guided by the provisions of the 1987 Philippine Constitution, the Labor Code of the Philippines, the Magna Carta of Women (Republic Act No. 9710), and Article 88 section 344 of the 2017 Revised University Code, EVSU integrates equality and inclusivity into every facet of its operations. The University’s adherence to the Equal Opportunity Principle demonstrates its alignment with the Civil Service Commission’s (CSC) thrust to institutionalize non-discriminatory practices and foster workplaces grounded in fairness and mutual respect.

EVSU operationalizes these principles through transparent, merit-based processes in recruitment, selection, promotion, and retention, ensuring that all individuals regardless of background have access to opportunities for professional growth.

The University’s Gender and Development (GAD) Office plays a pivotal role in cultivating a workplace culture that values inclusivity and equal representation. Through regular capacity-building programs, seminars, and policy advocacies, such as gender sensitivity trainings and initiatives promoting safe and respectful spaces, the GAD Office strengthens the institutional mechanisms that protect employees and students alike from discrimination and harassment.

Moreover, EVSU’s recognition as a Level II compliant institution under the Civil Service Commission’s Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) attests to its adherence to ethical, transparent, and equitable employment practices. This milestone underscores EVSU’s proactive efforts to align its human resource systems with the highest standards of fairness and inclusivity.

By fostering a culture of respect, equality, and empowerment, Eastern Visayas State University continues to ensure that its workplace remains a model of inclusivity—where every individual, regardless of background or belief, has equal opportunity to thrive, contribute, and lead.

EVSU Ensures Equal Employment Opportunities through Its Online Job Application Portal

Eastern Visayas State University (EVSU) continues to uphold its commitment to transparency, fairness, and inclusivity in public service employment through the consistent use of its official Online Job Application Portal for all hiring and recruitment processes. This digital platform, accessible via https://hris.evsu.edu.ph/, serves as the University’s centralized system for receiving, processing, and evaluating applications for both teaching and non-teaching positions.

By institutionalizing the use of this portal, EVSU ensures that all applicants—regardless of gender, religion, age, disability, ethnicity, or social background—have equal access to employment opportunities in line with its Equal Opportunity Principle (EOP) and the guidelines set forth by the Civil Service Commission (CSC). The online system eliminates geographical and logistical barriers, allowing interested candidates from within and beyond the region to apply fairly and conveniently for positions posted by the University.

Through this platform, applicants can digitally submit their credentials, including their letter of application, curriculum vitae, and supporting documents, addressed to:

DENNIS C. DE PAZ, Ph.D.
University President
Eastern Visayas State University
Archbishop Lino R. Gonzaga Avenue, Tacloban City

The online job application system stands as a testament to EVSU’s commitment to merit-based, transparent, and efficient recruitment practices, as well as its proactive adaptation to digital innovations that enhance institutional governance. It also reflects the University’s alignment with the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM), which promotes ethical, objective, and competency-based evaluation in the public sector.

Through this initiative, EVSU continues to strengthen a culture of inclusivity and good governance in human resource management—ensuring that every position filled is an opportunity for deserving individuals to serve and grow within a workplace that values diversity, integrity, and equal opportunity for all.

EVSU Advancing Equal Employment Opportunities through Inclusive Partnerships

Eastern Visayas State University (EVSU) continues to champion inclusive and equitable employment opportunities through strategic partnerships that promote fair access to work for all. In alignment with its commitment to uphold non-discriminatory employment practices, the University joined forces with the Technical Education and Skills Development Authority (TESDA), the Department of Labor and Employment (DOLE), and the Public Employment Service Office (PESO) Tacloban in organizing the “World Café of Opportunities” Job Fair on August 29, 2024, at Robinsons North–Tacloban.

This major employment event—held in celebration of TESDA’s National Tech-Voc Day and in conjunction with EVSU’s Vice President for Internationalization and External Affairs (VPIEA) Day—embodied EVSU’s proactive role in ensuring that decent and dignified employment is accessible to all sectors of society, free from discrimination based on gender, religion, age, disability, or social background.

The initiative brought together a diverse pool of jobseekers, including EVSU graduates, technical-vocational trainees, and community members, and connected them with potential employers from both government and private institutions. By fostering this inclusive employment platform, EVSU and its partners underscored the importance of creating equal opportunities for individuals of varied qualifications and life circumstances—ensuring that no one is left behind in the pursuit of gainful work.

A highlight of the event was the signing of a Memorandum of Agreement (MOA) between EVSU and TESDA, symbolizing their shared mission to promote employability, workplace equality, and lifelong learning. EVSU President Dr. Dennis C. de Paz emphasized that collaborations such as this are vital in today’s evolving job market, where inclusivity, equity, and empowerment must remain central to employment development.

Through this initiative, EVSU demonstrates how its employment philosophy extends beyond campus policies—it translates into community action that champions fair treatment and equitable access to opportunities. Guided by national labor standards and its core values of integrity, inclusivity, and social responsibility, the University continues to strengthen partnerships that embody its belief in a workplace and society where every individual has the right to work, thrive, and succeed—without fear of discrimination.

EVSU Strengthening Inclusive Workplaces through Gender Sensitivity and Awareness Training

In alignment with its commitment to promoting a workplace and academic environment free from discrimination, Eastern Visayas State University (EVSU), through its Gender and Development (GAD) Office headed by Dr. Fatima Socorro M. Quianzon, spearheaded a two-day Gender Sensitivity Training in collaboration with gender and development experts from various government agencies and state universities. The event, held on August 13–14, 2024, at the ORDEXs Studio, EVSU Main Campus, aimed to deepen understanding of gender equality, inclusivity, and social responsiveness across institutions.

The training, designed as an extensive orientation on GAD principles and frameworks, served as a platform to capacitate a pool of certified GAD resource persons who will advocate for and operationalize gender equity within their respective organizations. It gathered experts and participants committed to strengthening gender mainstreaming, a vital component in ensuring that employment and institutional practices are free from bias, stereotyping, or discriminatory tendencies based on gender, sexuality, age, disability, or social background.

The event was formally opened by Ms. Paulina L. Nayra, Co-Chairperson of the Regional Gender and Development Committee (RGADC) VIII and CEO of WEAVERS, Inc., who emphasized that gender awareness is a fundamental step toward achieving genuine gender equity in workplaces and institutions. EVSU’s top officials, Dr. Analyn C. Españo, Vice President for Research, Extension, and Development, and University President Dr. Dennis C. de Paz, both expressed their full support, highlighting that gender awareness strengthens organizational culture and reinforces ethical and equitable employment systems.

Throughout the two-day program, participants engaged in dynamic discussions led by renowned speakers from across the region. Topics included the Basic Concepts of Gender and Development, Sexual Orientation, Gender Identity, Expression, and Sex Characteristics (SOGIESC), Gender Analysis and Tools, the Gender-Responsive LGU (GeRL) Assessment Tool, the Harmonized GAD Guidelines (HGDG), and the Gender Mainstreaming and Evaluation Framework (GMEF). Legal and financial compliance on GAD Planning and Budgeting was also emphasized by Atty. Haidee O. Borja of the National Police Commission, underscoring the mandate that State Universities and Colleges allocate at least 5% of their total budget to GAD initiatives.

The training concluded with a comprehensive synthesis by Dr. Maria Aurora Teresita W. Tabada, reinforcing the shared vision of building workplaces and learning environments that value equality, empathy, and mutual respect. Participants left the training equipped with enhanced knowledge and practical tools to address gender gaps and discriminatory practices in their institutions.

Through this collaborative initiative, EVSU demonstrates that its employment policy on non-discrimination extends beyond compliance—it is deeply embedded in its institutional culture and continuously strengthened through education, capacity building, and advocacy. By mainstreaming GAD principles across its programs and partnerships, EVSU reaffirms its commitment to fostering a safe, inclusive, and equitable environment where everyone—regardless of gender identity, orientation, or background—has equal opportunity to participate, lead, and succeed.
