Eastern Visayas State University (EVSU) upholds and safeguards the fundamental principles of labor rights as enshrined in the 1987 Philippine Constitution, the Labor Code of the Philippines, and the Civil Service Commission (CSC) policies on public sector unionism. The University fully recognizes the freedom of association, the right to organize, and the right to collective bargaining as essential components of decent work and democratic governance. These rights are enjoyed by all employees—academic, administrative, and support personnel—regardless of gender, civil status, or nationality.

EVSU ensures that its workforce is represented through duly recognized organizations, notably the Eastern Visayas State University Faculty Association (EVSUFA) and the Eastern Visayas State University Non-Teaching Personnel Association (EVSU-NTPA). Both associations serve as legitimate representatives of their respective sectors, fostering active social dialogue between employees and the University administration. Their collaboration is institutionalized through formally ratified Collective Negotiation Agreements (CNAs)—legally binding documents that outline mutually agreed-upon terms on employee welfare, rights, responsibilities, and privileges.

The CNAs between the University and the EVSUFA and EVSU-NTPA embody the spirit of partnership and shared governance. They ensure that faculty and non-teaching personnel have a direct voice in shaping institutional policies on working conditions, benefits, and professional development. Regular consultative meetings, labor-management dialogues, and grievance mechanisms provide accessible platforms for employees to raise issues, propose reforms, and participate in decision-making processes. These mechanisms also promote transparency, accountability, and mutual respect in all aspects of employment relations.

Moreover, EVSU’s CNAs advance gender equity and inclusive labor participation by guaranteeing equal representation and opportunities for all its employees. The University’s Gender and Development (GAD) Office, in collaboration with the unions, integrates gender-sensitive provisions into workplace policies, including protection from discrimination, equal pay for work of equal value, and support for work-life balance.

In addition, EVSU’s human resource management practices are anchored on the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) of the Civil Service Commission, which reinforces ethical standards, fair recruitment, and employee welfare. Through its CNAs, the University has implemented welfare programs such as faculty development grants, performance-based incentives, health and wellness activities, and recognition systems that enhance staff motivation and institutional productivity.

By sustaining these CNAs with the EVSUFA and EVSU-NTPA, EVSU demonstrates its enduring commitment to protecting labor rights, nurturing social dialogue, and promoting equitable treatment for all employees. These agreements stand as living testaments to the University’s dedication to fostering a culture of participatory governance, industrial peace, and organizational excellence—ensuring that labor rights are not only recognized but are actively realized in practice across all campuses of Eastern Visayas State University.
