Special Election Guidelines:
The following guidelines shall be strictly observed:
4.7. Synchronized Schedule of the Election; Opening and Closing of Casting of Votes – The election of the Fifteen (15) Board of Trustees shall be done simultaneously on September 30, 2021 with the following schedule:
- Opening of Polling/Casting of Votes: 8:00AM
- Closing of Casting of Votes: 4:00PM (a voter who arrives before 4:00PM shall be allowed to vote, provided, that the CAEC shall determine the sequence in case of several voters wish to cast their votes).
- Counting/Canvassing of Votes: 4:00PM-6:00PM (this schedule may be extended at the discretion of the CAEC until the last vote is counted).
4.8. Blended Voting – Each legitimate member of the DRCAA/O may cast his/her vote for a maximum of Fifteen (15) Candidates for the position of the Fifteen (15) Trustees either personally or online or by proxy subject to the following rules:
- In case of voting personally or in person:
- He/she shall submit to the CAEC the duly accomplished Membership Form (Annex A-1) and the original and photocopy of his/her competent government issued identification card for verification or appreciation by the CAEC.
- After the verification process, he/she shall be entitled to one ballot only where he/she shall cast his/her vote by writing legibly the name/s of the Candidate/s.
- Alteration of the ballot including writing unnecessary marks or symbols that would make the entire ballot, ballot number and thumbmark unreadable or unrecognizable shall declare the ballot invalid.
- Any member/voter may be disqualified or disbarred from voting for any and/or all of the following grounds:
- Misrepresentation or impersonation;
- Exhibiting irrelevant identification card/s;
- Under influence of liquor;
- In possession of weapon/s and prohibited drug and substance;
- Posing as a proxy without valid Alumni Proxy Voting Authorization (APVA) and identification card/s; Page 11 of 85
- Causing or exhibiting act/s resulting to intimidation, trouble or inconveniences to the CAEC and/or other voters within the voting premises; or
- For reporting to the polling place after the closing time as provided under Section 4.7(b) hereof; or
- Such ground/s analogous to the foregoing or as may be provided in the election laws of the Philippines, in so far as these are practicable as the CAEC may determine.
- In case of voting via online (email only):
- He/she shall submit to the CAEC Chair, via email: alumnirelations@evsu.edu.ph, the duly accomplished Membership Form (Annex A-1), as the case may be, and a scanned copy from the original of his/her competent government issued identification card for verification or appreciation by the CAEC.
- After the verification process, the CAEC Chair shall provide him/her a ballot and the duly accomplished thereof shall be emailed to the CAEC Chair at least twenty-four hours before September 30, 2021.
- Any member/voter may be disqualified or disbarred from voting or his/her ballot may be declared invalid for any and/or all of the following grounds:
- Misrepresentation or impersonation;
- Exhibiting irrelevant identification card/s;
- For submitting the accomplished ballot after September 29, 2021, 12:00 mid night; or
- For sending the accomplished Membership Form, the competent government issued identification card and the ballot to an email account other than the email account created by the CAEC for this purpose of election.
4.9. Proxy Voting – Pursuant to Section 624, Article I of the By-laws, the following rules shall be strictly enforced:
- Each legitimate member of the DRCAA/O may cast his/her vote for a maximum of Fifteen (15) Candidates for the position of the Fifteen (15) Trustees, thus, voting less or more than Fifteen (15) Candidates shall not render his/her votes/ballot invalid. In case there are more than Fifteen (15) names listed in the ballot, the CAEC shall consider/count the vote only for the first Fifteen (15) appearing sequentially therein. Provided, that voting less than Fifteen (15) Candidates shall not render the ballot/votes invalid. Provided, further, that proxy voters shall be allowed to vote only once and in a particular nearest DRCAA/O or EVSU Campus only. Thus, in case a proxy voter casts twice or more in the different DRCAA/Os or Campuses, 24 Section 6. Voting Proxy – Each member shall be entitled to one vote, and he may vote either in person or by proxy which shall be in writing and filled with the Secretary of the Association before the scheduled meeting. Proxy shall be among members and for one time only. xxxxxxxxx” Page 12 of 85 all his/her ballots, as proxy of other legitimate members concerned, shall automatically be declared invalid.
- In case a member prefers to vote by proxy, he/she shall submit a duly accomplished and notarized Alumni Proxy Voting Authorization (APVA) labeled as Annex D-1, as the case may be, and the duly accomplished Membership Form labeled as Annex A-1, as the case may be, with the attached competent government issued identification card duly authenticated by the agency/private entity where he/she is currently connected and an screenshot or picture of himself/herself holding the said ID, not earlier than fifteen (15) days prior to the election, by the agency/entity she/he is currently connected. After the verification process by the CAEC through its Chair or any Member thereof, the CAEC Chair shall provide the concerned proxy or authorized representative an official ballot via email and the duly accomplished ballot shall be submitted at least twenty-four (24) hours prior to the counting of votes
- An Alumni Proxy Voting Authorization (APVA) may be cancelled or disapproved by the CAEC for any and/or all of the following grounds:
- If the proxy is not a legitimate member of the of the DRCAA/O;
- Incomplete accomplishment of the APVA (this includes unfilled or no entry in any of the applicable part/s or portions of the APVA, no or absence of the ID photo in the APVA,
- Misrepresentation in any of the entries/parts of the APVA; or
- Inaccurate identification card or misrepresentation thereof.
- The ballot issued to the proxy may be declared invalid or cancelled for any and/or all of the following grounds:
- If the ballot bears no entry/ies on the space where the name/s of the candidate/s is/are to be legibly written.
- If the ballot contains mark/s or symbol/s or if it is deformed or crumbled that would render the name/s of the candidate/S unreadable or unrecognizable.
- If the ballot bears no or incorrect ballot sequence number and/or without the signature/initials of the Chair or authorized representative of the CAEC.
- If the ballot bears no thumbmark/s of the voter.
- If the ballot is secured or sourced from or provided by any party other than the CAEC.
