Policy Statement
In reference to the 1987 Philippine Constitution, the Anti-Graft and Corrupt Practices Act (R.A. 3019), the Freedom of Information (FOI) Executive Order No. 2 (s. 2016), and other good governance frameworks, Eastern Visayas State University (EVSU) commits to fostering a culture of peace, justice, transparency, accountability, and participatory governance across all its academic, administrative, and community engagement functions.
EVSU shall:
Promote integrity and ethical leadership by upholding the highest standards of honesty, professionalism, and moral responsibility among its officials, faculty, staff, and students.
Strengthen transparency and accountability mechanisms through compliance with FOI policies, open reporting systems, and regular disclosure of institutional performance and resource utilization.
Institutionalize participatory governance by involving stakeholders—students, faculty, employees, alumni, and partner communities—in decision-making, policy formulation, and program implementation.
Ensure fair and just systems of governanceby strictly enforcing anti-graft measures, conflict-of-interest guidelines, and zero tolerance for corruption, discrimination, and abuse of authority.
Foster peace and conflict resolution mechanisms through dialogue, mediation, and inclusive approaches that promote harmony, respect for diversity, and a safe university environment..
Integrate peace education, human rights, and good governance into curricula, research, and extension programs to cultivate socially responsible and justice-oriented graduates.
Strengthen institutional capacity by developing policies, structures, and training programs that enhance governance efficiency, resilience, and responsiveness to societal needs.
Forge partnerships with government, civil society, and international organizations to advance good governance, democratic participation, and human rights advocacy within and beyond the university.
Through these commitments, EVSU envisions itself as a beacon of integrity and peace, cultivating strong institutions that embody justice, inclusivity, and good governance, and preparing future leaders who will uphold democratic values and ethical nation-building.
