In alignment with the Universal Health Care Act (R.A. 11223), the Clean Air Act (R.A. 8749), the Clean Water Act (R.A. 9275), and the World Health Organization’s Sustainable Development Goals framework, Eastern Visayas State University (EVSU) affirms its commitment to safeguarding the health, safety, and well-being of its academic community and partner stakeholders.

EVSU shall:

Promote holistic health and wellness by strengthening preventive health care, regular medical check-ups, vaccination programs, and access to affordable, quality health services for students, faculty, and staff.

This policy prohibits smoking in all university premises, including classrooms, offices, laboratories, residence halls, sports facilities, and open spaces, ensuring a safe and healthy learning environment for students, faculty, staff, and visitors.

The smoke-free policy is grounded in compliance with national legislation, particularly Republic Act 9211 (Tobacco Regulation Act of 2003) and related local ordinances, which regulate the use, sale, and distribution of tobacco products. EVSU goes beyond compliance by promoting awareness of the harmful effects of smoking and second-hand smoke through health campaigns, seminars, and advocacy drives.

Enforcement measures are implemented by campus security and designated university personnel, while educational campaigns emphasize prevention and behavioral change. Students and employees are encouraged to participate in wellness programs that promote smoke-free lifestyles, complemented by counseling and health services for those seeking support to quit smoking.
