Eastern Visayas State University (EVSU) upholds lifelong learning as a core strategy for inclusive and equitable education, guided by national policies and frameworks that guarantee access for all. Anchored on the 1987 Philippine Constitution’s mandate to ensure equal access to quality education, EVSU extends learning opportunities beyond formal academic programs through community-based training, open lectures, and professional development initiatives.
Republic Act No. 10931, or the Universal Access to Quality Tertiary Education Act of 2017, reinforces this commitment by promoting flexible learning pathways accessible to diverse learners. In line with this, EVSU implements short-term training and continuing education programs designed for out-of-school youth, professionals, and marginalized groups, ensuring education remains responsive and inclusive regardless of gender, ethnicity, religion, disability, or socioeconomic status.
The Philippine Qualifications Framework (PQF) further supports these efforts by recognizing formal, non-formal, and informal learning. EVSU applies the PQF’s principles through vocational training, certification programs, and micro-credential offerings that equip learners with nationally recognized competencies aligned with industry standards.
Complementing these is the Commission on Higher Education’s (CHED) policy on Extension Programs, which institutionalizes the community engagement function of State Universities and Colleges (SUCs). Through this mandate, EVSU delivers outreach initiatives such as livelihood training, literacy programs, and capacity-building workshops that empower local communities and promote sustainable regional development.
Through this policy environment, EVSU’s lifelong learning framework operationalizes inclusivity and accessibility in education. It translates national mandates into tangible community impact—bridging academic expertise with social needs and advancing lifelong learning as a driver of empowerment, equity, and resilience across Eastern Visayas and beyond.
