Regional Director Imelda C. Laceras of the Department of Budget and Management, Regional Office VIII graced the first day of the In-House Procurement Management Capability Training 2023, April 24, 8:30 am, Graduate School Function Hall, Eastern Visayas State University, Tacloban City.
“There is a need for the key officials and other involved in the procurement process to sharpen the saw and maintain being relevant to the needs of time for the university to establish a strong Public Financial Management,” Dir. Laceras further added.
She further emphasized that strong public financial management indicates that everything is working together.
The three-day Procurement Management Capability Training 2023 is one of the series of trainings that the Office of the Vice-President for Administration and Finance and the Bids and Awards Committee is spearheading to achieve the University’s mantra “One EVSU: Forward, Together.”
“The training posters transparency, accountability, effectiveness, efficiency, and fairness in the procurement process,” mentioned Dr. Benedicto T. Militante, Jr., the Vice-President for Administration and Finance.
Dir. Laceras tackled Module 1 and Module II of Republic Act No. 9184, also known as Government Procurement Reform Act (GPRA).
She elaborated on the Procurement Planning and Budget Linkage, including Philippine Procurement Paradigm and Early Procurement Activities, Procurement 101, and the Penal, Civil, and Administrative Provision.
Meanwhile, Dr. Dennis C de Paz, University President, said, “We embark on another learning experience as a leading university. It is inherent in us to do the duties and responsibilities towards the conduct of our operations. Thus, the training will further orient and capacitate us to conduct office transactions adhering to RA 9184 and other government laws.”
In the said training were the BAC Provisional Members, BAC TWG Members of Main Campus, BAC Secretariat and Procurement Unit, Accountants of different campuses, Budget Office of Main Campus, End-User Representatives (Deans, Directors, Administrative Heads) COA Representatives, and Board of Regents.
Hon.Daniel Ariaso, Sr., Chair of the Board Committee on Finance and Procurement, and Hon. Samuel M. Paete, Private Sector Representative, attended the gathering virtually while Hon. Cleofe Caidic, Faculty Regent, and Incoming Student Regent, Hon.Aaleah Mosca, attended in-person.
Awarding of certificate to the resource speaker through VP Benedicto T. Militante, Jr., and Dr. Doris Ann S. Espina, Chief Administrative Officer for Administration and concurrent Director for Data Privacy and Protection Office and Member of Bids and Awards Committee, wrapped up the activity.
