The Eastern Visayas Consortium for Industry, Energy, and Emerging Technology Research and Development (EVCIEERD) organized Training-Workshop on PCIEERD Project Evaluation Process on October 27—28, 2025, at Leyte Normal University.
In her welcome remarks, Dr. Lina Fabian, Vice President for Academic Affairs, who delivered her message on behalf of the LNU President, Dr. Gil Nicetas Viilarino, emphasized that the participants’ presence in this workshop reflects their passion to enhance the quality of their respective research proposal and projects. “This event signifies our collective commitment to strengthen the region’s research and development capacity—particularly in their fields of industry, energy, and emerging technologies, which are vital drivers of innovation and progress,” VP Fabian stated.
Dr. Danilo Pulma, TWG Chairperson, highlighted that the gathering exemplified the State Universities and Colleges’ commitment to advancing research and development in the region. “This activity is a step toward empowering our consortium to contribute meaningfully to the country’s scientific and technological advancement. By strengthening our internal capacities, we strengthen the whole R&D ecosystem of Eastern Visayas,” VP Pulma emphasized.
Bringing years of expertise in public service, Mr. Ruel Pili, the Regional Consortia Coordinator, DOST-PCIEERD, served as the Resource speaker who profoundly delineated the PCIEERD Project Evaluation Process through the following modules: Modules 1–4: Responsibilities and Roles of the Research and Development Committee and Introduction to Research and Development; Module 5: Research and Development Preparation (Workplan and LIB); Module 6: Research and Development Evaluation Criteria Using Evaluation Matrix on Common Proposal Deficiencies for Research Proposals; and Orientation on Submission of Proposals Using DOST Project Management Information System (DPMIS) and PCIEERD Management Information System (PMIS).
In addition, the PCIEERD Training Workshop provided participants with a comprehensive understanding of the research and development process—from the roles and responsibilities of the R&D Committee to the formulation, evaluation, and submission of project proposals.
This significant event aimed at empowering technical personnel from member SUCs—including engineers, scientists, TWG members, and research directors—through training on PCIEERD project evaluation processes where it culminated with a mock evaluation exercise for the various proposed projects.
Attended by around 50 participants from different institutions, the symposium served as a venue for strengthening research capabilities and enhancing the quality of proposals submitted to PCIEERD.
