The purpose of this study was to determine how the Philippine government executed Republic Act 9994, often known as the 1992 "Expanded Senior Citizen's Act." It examined whether the affected establishments adhered to certain privileges accorded to elderly persons in the Philippines. We evaluated and analyzed acquired data using the Provus Discrepancy Model (PDM). Thirty senior adults from Cebu City, Philippines, and twenty establishments were randomly selected as responders. To collect data from both groups, we employed a content-validated semi-structured interview guide. The findings demonstrated inconsistency across the policy dissemination and implementation process, most notably among hospitals, grocery stores, and the transportation sector. Administrative orders (AOs) and memorandum circulars sent to pertinent government entities were not successfully disseminated to senior persons who were to benefit from RA 9994. Even if the involved establishments complied with the law's mandatory discounts, Filipino values and cultural norms such as jackpot mentality, helpfulness, and shyness among older folks had an effect on the law's execution. Value added tax (VAT) exemptions were granted to those enterprises such as pharmacies and restaurants that complied with the law, but hospitals, grocery stores, and those in the transportation sector received no benefit. Nonetheless, critical concerns with the law's execution exist to the present day. In conclusion, the RA 9994 was implemented at the establishment level with no contradiction between mandated and supplied benefits to senior residents; nonetheless, a mismatch between derivable benefits accruing to establishment implementers exists because the legislation is silent on suchbenefits.
