Abstract

Site Suitability Analysis is a vital process in identifying suitable sites for power plant development based on a number of constraining and favoring factors. GIS technology has been widely used for this type of analysis which involves geospatial computations and processes. Multi Criteria Decision Analysis and GIS processes were employed in this study wherein majority of Nueva Ecija province was used as the study area. Land cover was classified from LandSAT 8 image using Support Vector Machine classification technique. The resulting classified map was used to generate the biomass resource map. Through consultation with experts, a three level hierarchy of factors was arrived at for the site suitability analysis. At the first level, biomass resource and non-resource factors were included; at the second level under non-resource factors were physical, environment, socioeconomic, and risk factors; at the third level under physical were slope, water bodies, and land cover; under environmental was key biodiversity areas; under socio-economic were built-up areas, nearness to major roads, and nearness to transmission lines; and under risks were landslide and flood susceptibilities. Analytic Hierarchy Process was employed with experts as correspondents to obtain the weights of each factor. The study produced a thematic map showing the suitable sites for biomass power plant development in the area of consideration. It was found that the most suitable sites are in the municipalities of Lupao, General Tinio, Cuyapo and San Jose City. This study recommends that, to improve accuracy, higher resolution imagery such as LiDAR images be used in producing the biomass resource map and field validation be done.
