Abstract

Apart from the high death toll, Typhoon "Yolanda" displaced nearly 200 thousand families and wreaked havoc on public and private resources and assets, resulting in gridlock and economic setbacks. The Rehabilitation and Recovery Plan for Leyte's primary purpose is to restore the people's economic and social conditions to pre-typhoon levels, if not higher, while also increasing catastrophe resilience. The sectors include outputs related to infrastructure and utilities, housing, health facilities, services, livelihood assistance in agriculture and marginal sectors, and employment opportunities, as well as support for social welfare services and cross-cutting themes such as the environment, gender and development, and overall poverty alleviation. Eastern Visayas State University requires at least $18 million to finance temporary shelter/classroom construction, infrastructure restoration/repairs across all campuses, structural retrofitting, equipment procurement, and debris waste materials management. The planned facilities will incorporate disaster-resilient design elements, with an emphasis on functionality, aesthetics, environmental stewardship, and sustainability.
