Abstract
Bandilyo App is a Disaster Risk Reduction (DRR) and Incident Reporting System (ICS) - an integrated command and control communication system equipped with Geolocation and Short Messaging Service (SMS) technology. Bandilyo App performs an intelligent system on the coordination planning and humanitarian activities in the Municipality of Tanauan, Leyte, Philippines. The study is driven to design and develop a system equipped with various Information and Communication Technologies (ICTs) such as broadband connectivity, mobile application, web application, client-server network architecture, SMS and Geolocation Technology to advance the operations in the DRR and incident response activities. The study employs a qualitative descriptive research design to effectively and efficiently define the system framework. Agile model software development methodologies were employed to meet the users and business requirements of a DRR system in an iterative and incremental approach. Researchers utilized specialized applications such as Laravel, React Native, JavaScript, Visual Studio, Android Studio, and MySQL in creating a secured database and robust development of the system. The results of the study revealed Bandilyo App to be an intelligent system powered by two unique applications on a secured network architecture database. The system provides real - time updates and incident response monitoring. The unique features of the system resulted in a significant rating of 4.38 interpreted as Extremely Efficient using the ISO 25010 instrument on the software quality standards. Finally, the MDRRMO personnel is expectant on the full implementation of the Bandilyo App for an effective, efficient, and accurate information on a timely response for humanitarian coordination activities.
