EVSU’s Commitment to Fair and Equitable Outsourced Employment Practices

Eastern Visayas State University (EVSU) upholds the principles of fairness, equity, and social responsibility in all its employment and outsourcing arrangements. Anchored on the Labor Code of the Philippines, Republic Act No. 11058 or the Occupational Safety and Health Standards Law, and the standards set by the Civil Service Commission (CSC) and the Commission on Higher Education (CHED), the University ensures that all outsourced service providers comply with lawful labor standards and ethical employment practices.

EVSU integrates these legal and regulatory provisions into its contracting and procurement processes. All service agreements explicitly require compliance with the payment of just and lawful wages, coverage under social protection programs (SSS, PhilHealth, and Pag-IBIG), the maintenance of safe and healthy working conditions, and the observance of non-discriminatory and inclusive policies.

In practice, the University primarily outsources only security service providers through a rigorous and transparent procurement process. This process ensures that partner agencies adhere strictly to national labor and occupational safety laws, as well as EVSU’s own standards of accountability and integrity. Oversight is jointly exercised by the Bids and Awards Committee (BAC) and the Procurement Management Office (PMO), which conduct due diligence, contract reviews, and periodic monitoring to ensure continuous compliance and the protection of worker welfare.

Through these mechanisms, EVSU reinforces its commitment to equitable and ethical employment practices that extend beyond its directly hired personnel. This approach reflects the University’s steadfast dedication to social justice, decent work, and good governance—fostering a just and inclusive work environment where every contributor, whether directly employed or contracted, is valued as part of EVSU’s mission of transformative public service and institutional excellence.
