    • Establish 10 Resilient Enterprises: Formalize and register community-led businesses that utilize NURCA-developed climate solutions, building a reputation for economic resilience.
    • Mainstream LCCAP Integration: Provide technical mentorship so that 75% of partner LGUs have climate action plans officially integrated into their local budgets.
    • Policy Advocacy: Submit at least 2 policy papers to the Regional Development Council (RDC) based on extension findings to inform regional climate governance.
