Policy Statement
Pursuant to the 1987 Constitution (Article XIII, Section 1), the Philippine Development Plan, and AmBisyon Natin 2040, Eastern Visayas State University (EVSU) affirms its commitment to eradicating poverty and promoting inclusive development through its core mandates of instruction, research, and extension. As a public higher education institution, EVSU recognizes its vital role in transforming lives and uplifting communities in the Eastern Visayas region.
EVSU shall:
Ensure access to quality and equitable education by providing scholarships, financial assistance, and support services to disadvantaged students, thereby breaking cycles of intergenerational poverty.
Promote research for inclusive growth by generating innovative solutions to poverty-related challenges in areas such as agriculture, fisheries, entrepreneurship, disaster resilience, and social protection.
Implement community-based extension and livelihood programs that empower marginalized groups—including women, youth, indigenous peoples, and persons with disabilities (PWDs)—to achieve sustainable incomes and improved quality of life.
Strengthen partnerships with government, industry, and civil society to support poverty reduction initiatives, social entrepreneurship, and local economic development.
Integrate poverty alleviation themes into academic programs and curricula to cultivate graduates who are socially responsible, entrepreneurial, and committed to nation-building.
Support sustainable employment and skills development by aligning academic offerings with labor market needs and by providing training for income-generating opportunities in both rural and urban contexts.
Leverage innovation and digital transformation to expand access to information, resources, and economic opportunities for vulnerable communities.
Institutionalize monitoring and impact assessment to evaluate the effectiveness of EVSU’s poverty alleviation initiatives and ensure alignment with national and global development targets.
Through these commitments, EVSU envisions itself as a catalyst of social mobility and inclusive prosperity, producing empowered graduates, innovative research, and community-driven programs that contribute to the eradication of poverty in Eastern Visayas and the nation.
