The Administration and Finance Division of Eastern Visayas State University oriented the key officials of the different offices of the university on Financial Management and Procedures, Government Procurement Process, Property Management and Disposal, and Administrative Rules and Policies during the Day 2 of the Executive Development Class 2023 on April 12 at Sabin Resort Hotel, Ormoc City, Leyte.
“We should not only develop ourselves but we also need to develop would be leaders. Human resource is the most important in the organization. Hence, the conduct of this activity”, mentioned Dr. Doris Ann S. Espina, Chief Administrative Officer for Administrative Services of the university as she delivered the rationale of the activity.
This is just a series of capacity building training. We need to capacitate our people for them to become competent in the tasks given to them,” she further stressed.
Meanwhile, the Director of the Institutional Planning and Development Office (IPDO), Prof. Christopher C. Bacungan, delivered the recap of Day 1 session.
The Chief Administrative Officer for Finance Services, Ms. Marlene U. Lim, discussed the Overview of Government Expenditures in which she elaborated the different fund clusters and the different terminologies used in financial management.
Furthermore, Ms. Evone Mae Karmelle Baranda, Administrative Officer IV, explained the budgeting process specifically on the Proposed 2024 Budget for RAF and IGF and the Status of For Later Release (FLR).
Moreover, Ms. Ruby N. Mancio, Accountant IV, talked on the Accounting Process and Procedures covering salaries and compensation, travels (local/foreign), reimbursements/cash advances/liquidation and payment to suppliers.
In addition, Ms. Xylene Quenna C. Pelen, BAC Secretariat and Ms. Mary Grace D. Baclea-an, procurement staff elucidated the Government Procurement Process.
During the open forum, Engr. Milan Estorninos suggested on the alignment of the supplies, equipment and trainings stipulated in the PPMP with the University Strategic Plan.
Mr. Aries P. Mercullo, Head of the Property Management Office, expounded the Property Management and Disposal.
Prof. Elvira A. Martija, Head of the Natural Sciences Department, raised her concern on the E-waste disposal of the university. The concern was addressed through the creation of a committee that will look into the matter.
The discussion on the Administrative Rules and Policies particularly on the Salient Features of RA 11032:Ease of Doing Business sealed the Day 2 session through Ms. Doris Ann S. Espina.
