The Bids and Awards Committee of Eastern Visayas State University chaired by Dr. Benedicto T. Militante, Jr., Vice-President for Administration and Finance spearheaded a three-day In-House Training on Republic Act No. 9184, also known as, Government Procurement Reform Act (GPRA) and the latest updates on the Implementing Rules and Regulations (IRR) of RA 9184 on April 24-26, Graduate School Function Hall, Eastern Visayas State University, Tacloban City.
The said training aims to help capacitate the attendees and professionalize government procurement.
Ms. Mary Grace Baclea-an, BAC Secretariat, recapitulated the topics discussed in the Day 1 of the training.
Mrs. Marlene U. Lim, the Chief Administrative Officer for Finance and Member of Bids and Awards Committee introduced the second resource person, Ms. Florita M. Lacdo-o, Chief Budget and Management Specialist of the Department of Budget and Management, Regional Office VIII.
The topics on Standard Bidding Procedures for Goods, Services, and Infrastructure Projects, the Preparation for Technical Specifications, Scope of Work and Terms of Reference as elaborated by Ms. Lacdo-o caught the interest of the attendees.
Interesting questions on the identification of a responsive bidder and the assurance of getting quality goods and services were raised.
Hon. Samuel M. Paete, Private Sector Representative, Member of the Board of Regents of the University asked the resource speaker on how to standardize the Bidding Document Fees and how to satisfy the needs of the end-users.
As an answer to the question, Ms. Lacdo-o emphasized that post-quality evaluation should be conducted.
Dr. Danilo B. Pulma, Vice-President for Internationalization and External Affairs and Vice-Chair, Bids and Awards Committee together with Ms. Marlene U. Lim awarded the certificate to the resource person.
