EVSU and DILG collaborate for research-driven governance; CSIS report completed

The Eastern Visayas State University turned over the completed citizen satisfaction index system (CSIS) reports to the Department of Interior and Local Government (DILG), as part of the CSIS implementation, during the Utilization Conference yesterday, February 27 at Hotel Alejandro, Tacloban City.

In March 2023 two institutions entered into a memorandum of agreement (MOA) on the administration of the CSIS project in Tacloban City. The university served as a local resource institute (LRI), whose primary objective is to provide technical expertise and field the CSIS instrument to the citizens of LGU Tacloban.

Said conference marked the official turnover of the completed Citizen Satisfaction Index System (CSIS) report to DILG and LGU Tacloban City. EVSU officially presented the completed CSIS report to the attendees. The report encompasses a wealth of information derived from comprehensive research and citizen feedback, offering a detailed analysis of the strengths and areas for improvement in the services provided by LGUs.

CSIS tool is useful for drawing in information for gauging citizen satisfaction in seven basic service areas: health, education, social welfare, government response, public works and infrastructure, environmental management, and economic investment promotion, as offered by local government units.

The CSIS is a comprehensive research-based tool that uses a mix of quantitative and qualitative research methods through face-to-face interviews with residents randomly sampled from the barangays of the target LGUs. The study employs multi-stage probability sampling to ensure that every citizen is given an equal chance to be selected as a participant in the study with no preference for any particular socio-demographic characteristic, political and ideological orientation or religious belief.

Present in the said activity are DILG officials: Atty. Darwin Bibar, assistant regional director; Engr. Visitacion V. Giva, city director; Ms. Jenna de Asis-Negros, CSIS focal person. Representing city mayor Alfred S. Romualdez was City Planning and Development Coordinator EnP Janis Claire S. Canta, who emphasized the importance of people’s inputs to the improvement of basic services. Various departments from LGU Tacloban and civil society organizations attended the said event.

The EVSU CSIS Team is composed of Dr. Jovito B. Madeja as Project Manager; Dr. Gabino P. Petilos and Dr. Richard S. Brun as Field Supervisors; Dr. Thea C. Galos as Data Processor; Mary Grace H. Aruta and Michael Joseph Sabino as Technical Writers/Support.

Dr. Madeja expressed their satisfaction with the collaboration and the potential impact of the report. “The completion of this project was not a walk in the park; but this is a dedicated effort and collaboration between the academe and government. The CSIS should not be just a ‘report’; it should improve local governance,” he said.

Policy recommendations on the seven service areas in terms of awareness, availment, and satisfaction were drawn from the study to enhance the overall quality of services provided to the community.

Representatives from DILG commended EVSU’s commitment to the project and emphasized the importance of the CSIS report in guiding evidence-based decision-making for LGUs. The collaboration reflects the shared vision for improvement and data-driven decision-making of government agencies, LGUs and the academia.
