The Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (PCAARD) Team with Dir. Noel A. Catibog of DOST- TTPD led in the unveiling of EVSU-IP-TBM marker to celebrate the collective initiatives of DOST, DOST-PCAARRD, VICARP, and EVSU in enhancing the Intellectual Property and Technology Business Management (IP-TBM) office of the university.
Dr. Analyn C. Españo, Vice-President for Research, Development and Extension Services graced the activity with her opening message. In an interview, she mentioned that the university through Dr. Pearl Aphrodite B. Carnice, Director for Research and Development; Dr. Ma.Windie C. Velarde, Head of the EVSU-ITSO and Ms. Bonina Salvo, staff to the University President are part of the Program RAISE 8 with Dr. Juliet Ceniza, Program Leader, Vice-President for RDE of Visayas State University and Engr. Raven Tabiongan, Project Leader, of Samar State University.
The project “Establishing Intellectual Property and Technology Business Management Operation in Eastern Visayas State University is one of the projects under the program of Regional Agri-Aqua Innovation System (RAISE) Program in Eastern Visayas funded by DOST-PCAARRD. The Project had started January 1, 2023 and scheduled to be completed on December 31, 2023. The project has a total budget of 1,996, 829.00 wherein 1,094, 915 for Year 1 and P 930,915.00 for year 2.
The project is an initiative that helps protect the intellectual property, manage the technology assets and improve business operations. The general objective of this project is to strengthen the capabilities of Intellectual Property and Technology Business Management (IP-TBM) operations of Eastern Visayas State University.
The visit of the PCAARD Team signified its commitment to monitor and evaluate the impact of the said project.
The monitoring and evaluation cum site visit help ensure that the program is effective in achieving its objectives. It will also identify the areas where the program can be improved and ensure that the program is meeting the needs of stakeholders.
In addition, the results of the evaluation and monitoring will be used to inform the future development of the project. The results will also be used to communicate the project’s achievements to stakeholders and to advocate for continued support for the program.
Further, the unveiling ceremony is a significant achievement for EVSU, as it represents the culmination of hard work and dedication. The marker will serve as a reminder of this achievement and inspire others to pursue their dreams in the field of intellectual property and technology
Meanwhile, Dr. Pearl Aphrodite B.Carnice, Project Staff Level III, Director of Research and Development, expressed a challenging message, “As you know, EVSU is a leading university in the region with a strong focus on research and innovation. We have a wealth of intellectual property (IP) assets, including patents, trademarks, copyrights, and trade secrets. These assets are valuable resource for the university, and they can be used to generate revenue, protect market share, and promote economic development. However, in order to fully realize the potential of our IP assets, we need to strengthen our IP-TBM operations. This means improving our ability to identify, protect, and manage our IP assets. It also means developing a more strategic approach to IP commercialization.”
She also emphasized that the university prioritizes advancement by embracing idea generation, product development, IP protection, publication and promotion, and commercialization of new ideas wherein the university has three research centers namely: Eastern Visayas Food Innovation Center, Learning Institute for Environment and Shared Services Facility.
In addition, Director Noel A. Catibog of DOST-TTPD shared his message of inspiration to the academic community by becoming the change agents in technical or social innovations. He further stated that once again, EVSU exceeded expectations and moved beyond of what shall be done on the government funding and projects.
As he ended his message, we always look at the man in the mirror as a reminder that we, people, are catalysts of innovation in society and change will not be realized until we work together as one.
Dr. Windie C. Velarde, Project Staff Level II of IP-TBM and Head of EVSU-ITSO delivered the Closing Remarks. Furthermore, Certificate of Appreciation was given to PCAARD and RAISE personnel.

The guests, faculty members, staff, and students proceeded with the Campus tour on the following sites: designated EVSU IP-TBM facility, Shared Service Facility (SSF), Innovation and Technology Support Office (ITSO), Eastern Visayas Food Innovation Center (EVFIC) and the exhibit of technologies and products of EVSU with the Engineering students of Engr. Roxcella T. Reas, Engr. Leonora N. Mancio, and Engr. Roque Costiniano as well as the EVSU-Ormoc Campus, Carigara Campus, and EVFIC.
The Eastern Visayas State University strives to have standards of higher education as there’s an imperative need for institutions to think outside the box, tap into innovative mindsets and prepare for a roadmap to the university of the future.
